Babu Owino says he would retain Nairobi’s school-feeding programme while removing charges to parents if elected governor in 2027.

Speaking during a 13 September campaign stop at Marikiti Market, the Embakasi East MP placed school meals alongside waste collection, business licensing and access to essential services in his pitch to Nairobi voters, People Daily reported.

He proposed involving local residents and companies in rubbish collection and reducing the cost of business licences. He also promised to make the licensing process faster. These were campaign proposals, rather than changes to the county’s current fees or services.

The Standard’s report from the same day also recorded his pledges on drainage and support for pupils from low-income households. The proposals put everyday county services at the centre of his governorship campaign.

A detailed budget would show how the commitments fit together: the cost of meals, the revenue effect of cheaper licences, and the contracts and staffing needed for reliable rubbish collection. Those delivery details remain the next questions for the campaign.
