Musalia Mudavadi has called for greater investment in prison rehabilitation, arguing that practical skills and routes into work can help people rebuild their lives after release.
The Prime Cabinet Secretary spoke at the close of the fourth Correctional Services Week in Nairobi on 15 October. He urged correctional institutions to prepare offenders for productive participation in their communities rather than treating confinement as the end of the process.
His proposals included skills development, employment opportunities and support for enterprise. He also called for families, communities and public institutions to help people make the transition after release.
Mudavadi said the resolutions adopted during the event needed a clear implementation framework, assigned responsibilities and measurable results.
The speech sets out a policy direction. It does not, on its own, establish that new training places, jobs or funding have been provided.
The practical test will be whether the responsible agencies translate the commitments into accessible programmes and sustained support after people leave custody.
