The government is seeking a further 90-day extension of the reduced eight per cent VAT rate on petroleum products from October 15, Energy Cabinet Secretary Opiyo Wandayi has said.

In an October 13 statement reported by People Daily, Wandayi said the National Assembly was considering an amendment bill to continue the relief beyond its current October 14 expiry.

The statement describes a proposal under consideration. It should not be read as confirmation that Parliament has passed the extension or that all required steps have been completed.

Wandayi linked the request to higher international petroleum costs and disruption affecting shipping. He said supplies to Kenya remained stable despite the pressure. The price and supply assessments are attributed to the Cabinet Secretary.

Political Headache analysis: Consumers need two distinct updates: the legal position on the proposed tax extension and the regulator's actual pump-price announcement. A lower tax rate can cushion costs relative to a higher rate without guaranteeing that the final price at the pump will fall.

Clear reporting should therefore avoid describing the proposal as a new retail price. The effect on motorists and transport businesses depends on the full pricing decision, not one component in isolation.

The next steps to watch are Parliament's decision, any formal commencement notice and the relevant EPRA price schedule. Until those are confirmed, the government's stated position is that it wants to continue the relief while international cost pressures persist.
